Updated
Rated Watchlist, with a fair value of $163 against a last close of $183 (-10.9% implied upside). Bitcoin finally broke out and the regulators delivered part of what the failed CLARITY Act promised, but at $183 the shares sit 12% above a $163 fair value four weeks before the user count that decides the thesis.

Scenario Analysis
| Case | Probability | Fair Value | Outlook |
|---|---|---|---|
| Bull | 34% | $245 | The bitcoin breakout holds, users stabilise, and the agency route delivers tokenized equities and derivatives at scale; reconsideration revives the bill in the lame duck. 2027 EPS near $7.00 at 35x. |
| Base | 48% | $135 | Crypto prices hold without a strong recovery; diversification offsets the transaction decline; no bill this year. 2027 EPS near $4.50 at 30x. |
| Bear | 18% | $85 | The breakout fails, user attrition continues and retail appetite weakens with the labour market. 2027 EPS near $2.00. |
The Case
No, not at $183. The franchise keeps extending, with its own clearinghouse, bank-grade stablecoin rails with Citi, IPO access and a regulatory path for tokenized stocks, and bitcoin finally broke above the $80,000-82,000 area. But the shares already trade above every case except the bull, at 40.7 times base-case 2027 earnings that sit well above the street, and the monthly transacting user count due on 29 October is what decides whether this is a recovery or a bounce. Interesting at $160 and below.
